I glued on deflated and had no issues, but good point about stretching

Next time use a pencil, like a carpenter's pencil for thick lines. You can wash later the lines away. Also, you don't need to tape the circle on the boat, if you have a steady hand, you can brush on the glue just using the outline, it is not hard at all and saves a bunch of tape and time to tape it in a perfect circle, just need a good light source! Also, using a paint thinner is not recommended on PVC. Just use denatured alcohol or rubbing alcohol, it is safe on PVC.

There's no real need to put multiple layers of adhesive either is there? Just need a thin coat on both surfaces to be joined, wait 2-5 minutes, then press together and use something smooth to get any air bubbles out.
