It was out of duty, not bravery, he knew he needed to be punished, he was guilty and knew it wasn’t right that the navy was commending him for his actions. He allowed his son to die at the end of the day, not only that he allowed luffys brother and Dadans son to die, he understood this and had to face some form of consequence.

If you think about it, Garp is the one who suffered the most from Ace's death Yes, Ace died in Luffy's arms, but 1. Luffy didn't have the power to change the outcome 2. He atleast had his friends and Jimbei for support Who does Garp have? Sengoku? No, no one And Garp could have easily stopped Akainu. He regrets it to this day, which I feel is part of the reason why he's ready to go all out to save Coby

During the war, he helped ace to escape by not punching luffy bc we all know if garp being serious he can beat anyone even roger. Moreover, he is marine and in other view ace is criminal.
