I think you get them by having Joey the Passion and Kaiba the Revenge on your computer, but you have to complete their decks. You definitely get Yugi's deck in Joey the Passion as is, with no requirements, I don't remember if that's the case with Kaiba. The problem with these games is that they are iffy and difficult to make work correctly.

the problem with yugi the destiny was the amount of nasty spell and trap cards and the monsters were kinda weak, so duels took extremely long
