@@steve0758 it has to do with the city manager and the budget plan. He purposely hired a police chief who is a flake. Dallas will call out the SWAT team if your dog is barking too loud. The more they call them out the more money they get. It's crazy! It works like this, the more money they spend on SWAT the more money is proportion to the police department as well as government grants. Without using it they lose it so it's just about greed and ignorance, as you can see. If anyone would take into account in fire the city manager and replace the police chief this might not happen so often as it does. But it makes a real good TV program. They should title it "hey look how much we waste taxpayers money" or " look what clowns we are".

Because that IS what you are implying, it is the logical extension of your logic. Because the police will ALMOST NEVER know that a suspect DOESN'T have a weapon. SWAT is not often called to things like this, either this call was unusual, or the stupid documentary left out some very vital details, such as him having felonies for assaulting police, him being suspected of being armed, the house itself having multiple guns in it. You don't call SWAT to arrest a tresspasser on a property, the fact that you think that IS what police does is VERY funny and I am sure that all the CEOs of companies that supply SWAT teams would be VERY happy to live in your world.
