Great question. This technique has been utilized when situation of the dam is critical (i.e. lots of voids and seepage) and there are concerns that the drilling might worsen the situation. Given that when constructing circular piles (instead of rectangular panels) you can insert and remove the steel casing to any desired depth (even though it is much slower and complicated thus more expensive), it is considered that it is a safer drilling technique given that when you are drilling, the excavation you create is confined within the steel casing. With d-wall it is not possible to case the panel. Hope this clarifies your doubt.
