I don't think he is necessarily condemning the result of the referendum as a result of people's lack of intelligence or not being 'clever enough'. A common misconception about democracy is that it means whether the vote of the people is carried out. However, whilst this is a core democratic principle, democracy is also dependent on people having access to independent information (this was not the case with the 'Leave' campaign e.g the pledge that £350 million would go to the NHS , which the following day Farage stated was 'one of the mistakes' he thought that the 'Leave campaign' had made, despite being an integral figurehead of the Leave campaign.) Albarn also mentions in this interview how significant he perceives education to be, adding to this idea that he perhaps is not frustrated towards the people who voted but towards the politicians in power who acted in an undemocratic manner by misinforming millions of people, as well as the referendum lacking accountability.

yes some people were swayed by the NHS bus for sure. But a hell of a lot of people were swayed by the government leaflet and wall to wall TV coverage of project doom. People voted to leave the European Union they didn't vote to leave Europe. Not one of these 3 "educated" blokes seems to know this, they are adding to the very problem they are hellbent on "solving".
