Only after you put everything together, including the human, in the wind tunel, the data can be directly interpreted as valid. For other cases such as this frame saves 5 watts, that wheel saves 2 watts, or this bottle cage saves 1w... you just cannot assume the gain is actually positive when you put them together.

Is it an engineering question or is it a legal question. The reason I say that is because these marginal gains aren't to make pedal power more efficient, they are to make a UCI sanctioned design more efficient.

He’s simply saying that claims are “just claims”, and stuff needs to get tested. He’s made a career out of testing, it’s podcasts and cycling media that present his research as valid for everyone while it’s not
