The IR appear to be purple, because the lens of the camera has 2 film filters. One is blue and the other is red.

Because for one the systems themselves either barely support security, or not at all. Most of these systems were not built to be connected to the internet - some sysadmin somewhere or some dev decided it would be easier to deal with these things though a webserver remotely, so they open up holes in their firewalls or otherwise make them available. The vast majority of this stuff can be at the very least partially circumvented by changing the default passwords.

That first one Is an exacqvision server which is running super outdated ubuntu and people never change the creds.

I'd say if you have a brain in your head, a little of both. In this case, the onus falls onto the admins that attach these things to the internet with absolutely no regard for security.
