How do you know how long to cut the ribbons and elastics?? ...or do they come pre-cut?

It depends on how your instructor teaches you to tie your ribbons and when it comes to elastics, I sew one end in first and then put on the shoe and fit it so that it is tight no my ankle and then cut the eleastic piece accordingly to the size of my ankle then sew it in ( I do ankle loops and not criss cross but with cross cross you just sew both elastic pieces to the back of the shoe first and the size them and then sew the ends that are closer to the front of the shoe)

You should always get fitted for pointe shoes and you need permission from your instructor to go en pointe. And if it is your first time en pointe then your instructor will most likely put you in Demi pointe shoes/Pre Pointe shoes before you go en pointe.

You can NOT make pointe shoes make pointe shoes. You should never go en pointe in anything except pointe shoes that you have been fitted into.
