Not a mistake - he's done this a few times. One of the other guards used her horse to move him on. It's not funny in the slightest, it's absolutely disgusting and disrespectful. You can see how angry the guard is.

The guard on the left needs to find another line of work. He sucks at enforcing the rules. He looks down and says yep they in the box. Hooray!!!!
