Wasn't Celestia's fear was being normal? Cause when she died, she thought that her execution would be "fit for a queen" but ends up being ran over by a fire truck or being ran over by vehicles which was one of the most normal deaths. So, Monokuma decided to include it to give her despair.

I think you are right my theory is that celset was very ignored for a long time and had a shitty past including a toxic relationship with sombody. Her dream was to be famous and feared so she had more control of herself and her surrounding. And celestia loved anime and made a alter ego who was more feared and controlling but who was also not normal somebody who was in her eyes special. That's why she "hated" hifumi she saw herself in him her true self and the fact she sees hifumi as a average human being that made hifumi a reminder to celset of her true self.
