I remember hearing about the possibility of using Jericho if Shane wasn't able to do it. It did make sense, but I believed he was booked with Fozzy that same day or something.

Thats the point. Since Y2J already had plans for that day, no one would have guess it was him. Besides Y2J already did it when he appear on All In. If he can do it for that, he can do it for Wrestlemania.
