Yea and the thing is there is a Achievement/Trophie that you need to play as tails 50 times but of course you can only do it in multiplayer

Witouth sonic the game would be impossible that way, because in some zones sonic is needed, or in some actions to make progress.

If you really want to play tails alone on consoles or without modifying the game, you could always connect 2 controllers, select local multiplayer, than get Sonic killed and leave tails alone to finish the act. Of course this doesn’t really work with special stages so there is that.

White Park must be the scrapped music from Sonic Superstars I have been hearing when the hudless Sonic Superstars Gameplay was first shown in the Jungle which had Sonic not do the Drop Dash.

Yes, White Park Zone Act 2 music was included in the early Sonic Superstars gameplay showcase. It was just a placeholder for the new soundtrack, and was not meant to be in the final product.
