Aren't buildings grounded? I heard placing spikes in the four corners of the land will negate the positive charges in the air....but the house is on the ground and technically should be grounded by the rebar, no? Cement foundations drain energy, like a battery. Wouldn't that negate the positive charges?

Elementary, Watson... As with many other areas, this turns into a whole new world if you take an interest. The short answer is that these electrical phenomena aren't that easy to measure and work with. Clay give off electrons, cement claims them. (This is said by an electrical engineer who has been interested in the area for quite a while together with spouse who is electrical engineer and electrician, trying to get our heads around the subject.)
