That stunt had a major flow. The guy could have easily jumped to the next floor balcony.

With all that prep work for the jump, why did they the final film show a dummy going through the air??

The jump,that Dar did was out of the Hyatt in Atlanta, which looks very much like the Westin Peachtree. For Dar to jump from the top of the Westin would have been fatal. So they did the jump from the Hyatt, then threw the dummy off the Westin to complete the illusion.
