I don't know how hotel staff are trained in the UK, but here in the US, it's a huge no-no to even be going through guests' personal belongings, never mind making animals out of them.

It might also be an old fashioned thing? You watch stuff set in the ~1920s, theres usually a butler/maid/servant who unpacks the suitcases and lays out their master, and then packs them again at the end of the stay
