I think (I might be completely wrong about this) you might like Mirrormask. It's got a super weird, artsy vibe to it and the plot and themes are great. I highly recommend watching the trailer first.

Also highly recommend original Blade Runner and the Orphic Trilogy (1930-1960). Unfortunately, I think the first movie in the trilogy is only in French. They're not neo-noir, but have super weird, artsy vibes to them and a lot of psychological and spiritual themes. There's another movie. I've never been able to find the name of it, but you might have better luck than me. It was made either in the 80s or 90s and was about aliens helping people for a price. One of the female characters is transformed by the aliens into a woman with hot pink or orange hair and she uses her transformation to manipulate people. IIRC, once an alien helps a person they then start manipulating other humans on their behalf. It's been a VERY long time since I've seen it, so it could turn out to be completely corny compared to how I remember it.

City of lost children is a great film with a similar dark feel .

Was a series called Neverwhere. It's a bit dated, and it's an odd occurrence where the series took place before the book release, and the book is better, but it's got a younger Peter Capaldi and it's written by Neil Gaiman. The mirrormask recommendation above is a great one, and inspired this recommendation. If you want weird 90s-2000s sci fi, Lexx is really weird.
