I know it was never resolved on the TV show, but just from this episode there´s seems to be some strong teasing that Bill might be Vicki´s father. "20 years ago, i buried my problems in a hole" he says, "same as the great lady living in that house". By that time Paul Stoddard was still around, so Liz having a baby with someone else would have been a scandal.
