It's not a god; it's a reference to another game by the developer called "Majotori", where Lariat the Witch (Lariat la Bruja) after answering trivia questions will spin a roulette wheel with your hits and misses. If you get a hit, good things happen; if you don't, bad things happen. This scene in Pineapple on Pizza has two possibilities, that it comes out wrong and the poor guy falls into the lava, and the less likely, that it comes out right and the guy flies away with a balloon (If you try to see Lariat from above you will not be able to see her, you can only see her from below).

For the god thing, the god makes a circle of smaller circles. Most of them are orange, but one of them is yellow.
