In comic book cosmology, existing on a higher dimension means you have infinite power over all the dimensions below. It depends on how the "universe" works as far as cosmic being go. Consumption is "Greater" universal constant than evil or domination, and scene they are the gods of those things (or operate like that), then it's going to Galactus. However it could also be like "home field" advantage scene there's more planet killers in Marvel and more conquerors in DC.
