Chapter 3, level 3 is probably a random person who lost in plunger roullete that became one of them because keep in mind. When you die in level 2 the cop says ur one of us now so if you probably lose you will be one of them?

i have a feeling that officer smiley is an alternate identity for gary (the dealer in the tutorial), that he can turn to if something goes wrong. he lost the first game to you, and wouldnt let you get away with it. so he turned to Officer smiley to try and get back at you.
