George Lucas changed Darth Vader at the last minute before releasing Episode III: Revenge of the Sith. Darth Vader behind the scenes is different than in the movie, because of the position of his arms. This is Darth Vader, before and after visual updates by George Lucas.

I don't have it at hand rn but I do have a recollection of George mentioning this change in the Revenge of the Sith commentary or so where I think it was simply noted the hands up position ended up looking a bit silly. It might have been one of the many ROTS documentaries as well though.

Also, during the operation before he got his mask put on, you can see that the handcuffs are also lifted up and doesn't even hold one arm in place. His right arm basically is free and can be moved

The reason behind vaders arms being elevated was to symbolically resemble the crucifixion Jesus Christ. 20th Centry Fox requested it be removed because of that (for whatever reason) so George obliged.
