Yes this was personal. The facts will come out but it’s clear he knew him and wanted him dead. It was the moment they finished talking when the suspect decided he was going to kill the officer. The officer didn’t see it coming smh.

he probably wanted a hand up and didn't get what he wanted .. however for him to have a gun on his person already ..can be stated premeditated

It's not a crime to have a gun on said person if you don't have a criminal record. In Texas you can carry without a license to carry.
