Could’ve been between the day after halloween and right before halloween actually. According to Medic he has given Demo a new eye many times, but every halloween it becomes cursed and tries to kill them. So technically he can have both eyes at any given time except for halloween.

Demo CAN have two eyes. Not on Halloween though. What the Medic says is that the Eyepatch is cursed. Due to every Monoculus Incident. How we find out is in the TF2 Comics. In the part, Mann VS Dead or whatever name it is, this was mentioned to Demoman. Demo asks if he could have two eyes. "I would give you a second eye if I wanted to." "If you wanted to? Why?" "Because everytime I give you a second eye, that eye comes to life and tries to kill us. That eyepatch is cursed!" "Wait, why didn't I remember any of this?" "Oh!
