Sir, do the vacant category seats convert to gen (ur)seats in stray round? And alloted according to UR rank?

As per MCC prospectus: if seats are vacant in ST category, it will be converted to SC. If seats are vacant in SC or EWS category, it will be converted to UR category in Round 3. All India Rank will be used for allotment.
