In my personal opinion/headcanon, if MisingNo. was a pokemon, it would be similar to Nidoking and Nidoqueen. How? 'M, similar, but not the same. I'd say MissingNo. is male, and 'M is female. But I'm merely a fellow pokemon fan with their own head canon. You come up with your own ideas! :)
