No! It's a methodology. Learn the methodology and use the best tools according to your needs. ;)

What David Allen is looking for is a GTD implementation. He has a better chance of success if he transfers his notes into a wiki format. Additionally you could run the system on a wiki, but I'd rather not reinvent the wheel if someone already has a fairly good implementation.
