We have a cinder block house from the 60s and I've been searching for a way to add insulation. It gets so cold in the winter and with an addition added in the 80s is just a mess of issues.

Yes many people have blocks. There is hope, I'm making a block fill diy insulation. it's not on market yet.

Would you say it's cheaper to buy an existing house and doing what you did or building it from scratch?

The cost of this retrofit is definitely less than building a new house, but it's still a significant investment. In this case, they combined the energy efficiency retrofit with the construction of an addition, so it's hard to say what just the cost of upgrading would be.
