I read on some article (Written by a luthier) that tissue paper is basically a smaller version of sandpaper. The main difference is that the scratches are really small, but the scratches will be there. So tissue paper is not recommended.

Hmmmm. Copper scrubby pad on steel strings - the strings won't be wrecked, but gotta love the copper shreds and dust falling onto the top surface of your cello that you then scrape across the finish with tissue. Does your luthier know about this? Heheh. Should be no problem with cleaning both strings and fretboard with alcohol IF you are regular with oiling your fretboard properly. Clean first, add oil, wait 5 minutes, wipe it off and put in case. 3-6 months should be fine for most.

The scouring pads i have are. I am pretty sure they are acetate film thats just cut into little loops, so that would be softer than steel strings. what i see on the video isn't steel wool. better than alcohol is naptha (one of the types of lighter fuels) because it evaporates so fast so will never have time to ruin anything. can be used on strings but its used by woodworkers. sometimes i put it on the cloth and its gone before i get a chance to use it, but that means it won't effect anything.

Will using scouring pads be damaging at all to the strings?

The scrub pad is made of copper - the strings are steel. Will the vinegar dissolve and carry off the rosin? Otherwise, one might as well use water. Rosin gets caked on the strings, the alcohol would clean it off.

I don't think alcohol is a good idea. I use natural vinegar for my instruments, for the fingerboards. I don't have much experience but I think scraping metal on metal will wear out the strings real fast. Natural vinegar should only be used on the fingerboard though, vinegar also moists the natural oils of the wood, which is a good thing.

Wouldn't the scrub to clean the strings would wear out the strings much faster??

I think the reason violinist keep their instrument cleaner is because it is smaller. Part of human psychology is avoidance/postponing of big tasks and cleaning a cello is subjectively a greater task than cleaning a violin.
