Could you explain what the "new water backups" and "domestic water" coming from the pipe on the left refer to exactly? :)

During a flood the power can go out too. If it does the city supplied water pressure is able to spin the sump pump to make it work still with no power.

How canvi replace a new cover? My one is rotten and it so frugal. Do I need to reinstall all the pipes? And where I can buy the new cover lid at Nocross Ga?

yes, you either have to redo the piping or you buy those lid which split in half
