the Jizya also meant non-muslims did not have serve in the army like the followers of Islam. If they did now want to pay they would have to serve like all other muslims. The theory was that non-muslims would not want to serve with muslims and could pay to opt out. We pay tax today for the police and army for protection. Incases where you could not afford then it could be exempted.
