Being there and being invited are two different things. The concept behind it is, at the end of the day, you are at their place. So you cannot be at someone's place unless they invite you. Hence the permission we ask (Izn Dhukhool) before entering their shrines.

Exactly. Thus there are two key things here: 1) Tawfeeq to visit 2) Acceptance of visit When scholars say that you got the chance to visit because they called you, they are referring to Tawfiq. However, not all can benefit from this Tawfeeq :)
