"The Devil is in the details" :) In addition to your point at the time 10:40; Terraform loads all configuration files with the extensions .tf or .tf.json within the specified directory in alphabetical order. The order of resources, variables, and other elements within the configuration files doesn't matter. Terraform uses a declarative approach, creating a dependency graph to determine the order of resource creation.
