And yes, the Rwanda-UK thing was a contract and propaganda most pushed by the conservative party - advertise Rwanda and in return Rwanda offers a place for deportees from the UK. They also used the chance to advertise Rwanda as a democratic place because some people in the UK felt like it Kagame isn't. Also Kenya is under control than people may think.
