NYC and California is pretty much same in my opinion. Rent in NYC usually 1000$ to 1500$ for sharing with roommates. California if you live away from down town you might be paying 700$ to 1000 per month.

Yes, of course the codes will be different, if you want to come back to India you'll have to learn IS codes, but that's not impossible ig. This is completely a personal opinion, its better if you find out from experienced people.

MS in project management is provided by many universities but how do I know that it is for civil engineering like for construction project management and not other streams project management, so the simple question is how do I know it is for construction not for some other stream?
