After a few time knocking my head on the wall trying to get the WSL setup to run this stuff from my Linux installation, I decided to fully commit to a Windows setup. This worked very well. Hopefully I won't have the continuous issues when it's time to do database migrations. Thank you for the instruction.

of course you don't need to. that's just in local host

need more specifics there are two localhosts... the first one with xampp at port 80 .. and the second one laravel at port 8000.. but it may be something you have figured out on your own ^^
