Not to mention that in this timeline, Broly couldn't keep up because he was stronger, but because Gogeta was weakened by Fu, so the Supreme Kai of Time's commentary is foolish pessimism considering the canon.

Don’t see why you are surprised that Jiren needed his awakening. Sure, Broly was never shown to posses such power to the point where he could shit diff Jiren at his best, but the opposite is true. Jiren had to grow stronger and faster to tag him then got his speed adapted to by Goku speed and power increasing which was mui was stated to do. Even better than base and other forms which Goku has adapted in as well. Even in the current manga we see no matter the form ui boosts the speed and reflex of Goku. So that he's faster argument is dead. You pressed that jiren not the strongest they've fought anymore. Goku and vegeta can arguably beat him in ssb now while any form above can wash him, more 73 was stated to be tougher/stronger by Goku, granola at the start of the fight in this current arc washes him, and I'm pretty sure beerus is not confirmed stronger than 3 characters that's stronger than jiren. At least one of them could body someone stronger than jiren an arc ago.

Broly gets stronger the more he fights, so fu sealing gogeta's ssb allowed broly to fight opponents who couldn't instantly ko him like gogeta blue sonhe had time to grow strong from fighting base gogeta, future warrior 2, and kefla leading to him growing roughly has strong has base jiren I think storywise.
