Even better than base and other forms which Goku has adapted in as well. Even in the current manga we see no matter the form ui boosts the speed and reflex of Goku. So that he's faster argument is dead. You pressed that jiren not the strongest they've fought anymore. They are just implying that Jiren won so that's why you can go to your next mission.
