His character development throughout the series, is indeed remarkable [ Starts out as a total Jackass(Sayan Freeza saga) , then he still plays it as a tough guy but he has a soft spot which is Bulma and Trunks (in Android and Cell Saga), and then in the Buu Saga, along with Goku they are funny as HELL!! P.S I also love his character development in the movie "Battle of gods" and the special ep. "Yo! Son goku and his friends return"

That's just the way that the two dragons work. Shenron can bring back someone once, but he can bring back any number of people in 1 wish. Porunga can only revive one person per wish, but he can bring somebody back as many times as they'd like.
