If the other plain people hears that Nagaland is going to rehabilitate them, they'll pour into dimapur, instead deport them to their own states and make strict rule on ILP and everything will be fine, stop using precious state machineries and funds unnecessarily, instead put the funds into creating new check posts and check gates.

Regarding sheltering/accomodating non Nagas, when identified by admin or police, it is not the non local but the tenant complaints. So the number will increase not only in Dimapur but every where in Nagaland.
