You do NOT need a Windows PC! The Arduino IDE (required for building the software) is available for Windows, macOS and Linux. JMRI (which is required if you don't build a wireless system) is also available for Windows, macOS, and Linux. The DCC++ EX installer also runs on any of these systems. The Arduino IDE is only required while building the DCC++ software and loading it onto the Arduino.

Hi, I'm new to the hobby and trying to understand some of these technologies. If I don't have a wifi shield for the Arduino, does that mean the Arduino must be connected to a computer for JMRI whenever I want to run the trains? I'm having a bit of a hard time understanding how everything interacts. Thank you

May I ask, do you have a link to the Arduino WiFi or Bluetooth handheld throttle? :-)
