I am getting a rtx 3060ti with 16 gb 4th gen ram.as well as a ryzen 3700x with a 512 ssd.will that be enough to run this game on high setting on single player and should it run better with the vulkan api that is coming?

I'm running a similar rig, nothing amazing: RTX 2060 Super, i5 9600K, 16GB RAM, SATA SSD. I'm running this on Ultra with these settings and I'm having no issues at all. This is 1080p though, VR is a completely different beast.

I'd also liked to add on that you should get 32 gigs of ram. It shouldn't be too much more in terms of cost but a lot of games minimum is 16 gigs and 32 is enough to not upgrade for awhile, with 16 gigs you might face stutters in missions with a lot of assets.

are the downed pilots ai or real players?

AI, they're just a static infantry trooper. They're generated when and where a real player dies.
