Meaning he cannot kill anyone while disguised, so for him to get a kill, he'd have to change back in costume, which would be inconvenient because the only way you'd be able to pull that off without blowing your chance to kill someone, would require you to be alone with one person and have them not be looking at you. You could even add a sound effect once he changes, if even that's too overpowered.

Imagine if as Ghostface you could hop inside a locker, activate your power that would allow you to exit the locker appearing like a survivor. Then after teaming up with a survivor, do the same, hop in and back out as Ghostface, with no red glow or terror radius for 5 seconds.
