Have you tried modifing the game files lowering the graphics A LOT? It worked for me,I get around 30/40fps instead of 20/30.

You can modify the ini files and make it remove the frame cap. I was able to squeeze out 130fps when I play with it all maxed out instead of hard capped at 62.
