This is kinda why I enjoy Dead Rising 2 more than the original. There's a lot of music and places like the Slot Ranch Casino, and you get that genuine feeling of "Oh hey. This place is nice."

If you knew about the promotional material for DR2 there were some in-universe reviews for the various casinos and hotels found in Fortune City and those reviews weren't good, so speaking in terms of lore, Fortune City is having trouble filling the void that Vegas left after it got nuked at the end of its' zombie outbreak.
