I had to use Omori's Suffocate skill to reduce the foe's defense.
All characters are at level 50
I was originally aiming for 10,000 damage but this is good enough

Coffee quadruples speed, and speed caps at 999, so you only need around 250 speed to get insanely good damage with run & gun. This means you can actually prioritize higher damage weapons than higher speed - so long as you’re guaranteed to have a coffee. Kel’s basketball is best. Edit: I completely forgot that, when unaffected by any speed drains from enemies, ecstatic emotions also increases speed by 150%. This means you only need around 166 speed to get up to 999 w/ ecstatic and coffee. Math: 999 / 4 (400% from coffee equals 4.0) and then divide that number by 1.5 (150% from ecstatic equals 1.5) which totals to 166.4 (can be rounded to 166). Basketball adds +100 speed, and at level 43 kel’s base speed stat is at 66. This means you don’t even need to reach level 50 before Kel is at his maximum speed potential w/ basketball, coffee, ecstatic, flex, and run & gun. This means that any charm he wears should be dedicated to increasing strength. While Abbi’s eye is the highest attack buff, it would mean rejecting the basketball (undesirable). Therefore, the best charm to equip would be the contract, as shown in this video. Sure, it severely reduces Kel’s health. However, the damage possible is insane. Final stats (correct me if I calculated wrong) HP: 60 Juice: 73 Attk: 115 Df: 90 Spd: 250 Lck: 42 Hit: 100 Buffed Stats (Flex, Ecstatic, Coffee) Hit Rate: 800 Speed: 999 Attack: 288 (I just remembered attack doesn’t matter w/ run & gun, but this still means that kel is a heavy hitter even when he is unable to use that skill)
