I have 36 points in Soulweaver but I lack most of the basic abilities. Vitality Burst is nowhere to be found, for example.

Right click on a rune you want more of and set it as a lucky rune, you have to have three lucky runes for them to work

Seems to deal me 25% dmg of current health, unless it was something else And not german, but i get that alot

You need to read more and not guess. You can pick up to 3 lucky runes out of all and have a bigger chance to get em. with 100% after 20 unless u got it earler.
