I don't think so, I believe it's another work of the gems, from what it looks like energy or essence or whatever caused that smoke to appear in addition to those gas "ghosts" as well. Finally it seems that this same essence left the spike and it kind of "hibernated" because of it. That's my theory at least.

There is a nuclear power plant or something like that under the starr park (we discovered it with the video of the starr park of the colette brawl talk) so spike destroyed half starr park apoarently and caused a damage to the nuclear power plant and so some sort of gas went out of it (probably showdown gas that causes damage cuz it's toxic)
