Yes you can but you will need more varnish as paper is thicker.

I have applied a second layer of varnish, its still not completely dry (24hrs) but I already can notice that the varnish looks cracked as its drying :(

I think you are using wrong varnish as acrylic one should take about half an hour to dry

You don't put the glue on 1st? Then put the napkin on

You don't need to put glue first as napkins are very thin and glue will soak through if you apply it from the top.
