If a person who has been convicted for drinking at public place outside Canada and got relased by the court through submitting fine without any imprisonment. Can that person apply for Canadian PR application normally if not then what is the process in that case. Please help🙏

i had 2 cases before 10 year. one was an accident case 2 persons were injured seriously and admitted hospital, and i payed all fines and penalties, another case was drunk and drive this also payed all fines. it was 2008

I have a case the guy got convicted in Australia and removed back to India ,he has done 4 years and 2 months there in prison and Australian immigration didn't let him finish his parole time in community ,his parole time was finishing in July 2023 , so what do u think he can apply for demand rehab they after five years from the day he came out the prison or five years after his parole time is finish in 2023 July, bear in mind he had commited a crime in 3 country and he has no criminal record in India and this lead is doing MPhil in social work and runs Non for profit organozation, highly qualified man,he had no legal liability any more , please let me know. I am in Africa and I want to immigrate canada as sponsorships like five of groups after 6 months the canada immigration sent me this letter Dear Sponsor(s) and Principal Applicant, This refers to your sponsorship application for the above mentioned person. I have assessed your application against the requirements specified in the Immigration and Refugee Protection Act (IRPA) and the Immigration and Refugee Protection Regulations (IRPR). Section R156(1)(a) of IRPR states: The following persons are ineligible to be a party to a sponsorship: (a) a person who has been convicted in Canada of the offence of murder or an offence set out in Schedule I or II to the Corrections and Conditional Release Act, regardless of whether it was prosecuted by indictment, if a period of five years has not elapsed since the completion of the person’s sentence.
