Could be that they have a pet, the owners went on holiday and had a pet sitter come in a few times a day for what the pet needed. With a cat they have littler trays but they are still inclined to show their displeasure in other ways. Dogs well, they don't have the toileting freedom of a cat unless there's a dog flap, so they're at the mercy of the sitter. If a family goes away for 2 weeks, that's a lot of urine in a rug. If the sitter noticed they may have sprayed something to mask the smell and the rug owner only notices when the ammonia from the urine becomes stronger than whatever was masking it, and there you have it: a urine soaked rug. I'm not saying that's the case here, I have no idea, but besides the obvious, it's a reasonable explaination as to why the rug was so bad.
